Roles and Responsibilities 01

Establishing Project Office and Camp as per requirements

  • Identification of office location(s)
  • Establishment of office
  • Identification of required resources for office administration, requisition for the same
  • Development of allocation plan for office infrastructure
  • Establishment of outsourced security service and preventive systems
  • Establishment of project communication system
  • Establishment of transport facilities
  • Establishment of canteen/Mess etc. services
  • Assistance is selection and leasing of mine/quarry
  • Establishment of Canteen/Lunchroom/Mess facilities at project site

Providing administrative support to various project departments

  • Ongoing administration of office and camp facilities as per Legal/Contractual conditions
  • Provide ongoing support to the personnel department for facilitating his/her role of personnel administration as per policy
  • Periodic maintenance of activities of office, equipment and infrastructure, as per schedule
  • Trouble shooting, grievance handling and crisis management

Roles and Responsibilities 02

Building and maintain harmonious relationships with external entities

  • Periodic correspondence and issue resolution with various state and district administrative bodies
  • Interaction and Issue resolution with formal and informal local bodies, key personnel and local community
  • Ongoing liaison and relationship management with vendors of office facilities and services
  • Ensure comfort and hospitality of guests and visitors as per AFCONS norms

Ensuring adherence to legal and statutory requirements

  • Obtaining mandatory licenses and permits for transport and infrastructure establishment
  • Ensure adherence and implementation to labour laws and other acts relevant to Construction Industry like Contract Labour Act, BOCW Act, Employee Compensation Act, Minimum Wages Act, Payment of Wages Act, Gratuity Act, ID Act, Payment of Bonus Act, EPF Act, ESIC Act(Where ever applicable), ISMW (Where ever applicable), Act  in personnel administration
  • Ensure subcontracts compliance i.e., PF/ESIC/P-Tax/LWF
  • Obtaining license for explosive employed for the purpose of project execution and fuel dispensing pump (As required by the project)
  • Activity base permissions like land registered agreements, NA Conversion of land, PCB permissions for plants, electrical inspectors permission of DG and High voltage transmission line, Diesel dispenser’s unit, etc.
  • RTO Liaison and equipment RTO compliance
  • Ensure timely registration and clearances as mandated by the state government and the contract.
  • To monitor and ensure the monthly statutory compliance of all subcontractors, PRW, Labour supplier etc. in respect of PF, ESI (if applicable), LWF and P-tax etc.

Ensure safety and security at project site.

  • Ensure zero fatal accidents at site. In case of fatal accident required formalities under Employee compensation act are fulfilled and HO- Insurance Dept/ HO- HR is kept informed
  • Ensure hospital tie-ups, ambulance, doctor availability and dispensary along with first aiders are prioritized
  • Coordinate with HSE department to create and awareness of safety and security at project site

Key Objective of the Job Position

Set up project office and camp, provide on-time office administration services to the project, and liaison with external entities and  to ensure Statutory Compliance, provide facilities, ensure timely provision of requisite manpower and implement activities related to Personnel Department as per personnel policy of AFCONS

Education Qualifications

Educational Essential:Bachelor’s Degree in Engineering or others + MBA
Educational Desirable: MSW, Certificate Course in Labour Laws

Computer Software Proficiency

MS Excel, MS Word, Power Point, SAP

Experience Range

8-14 years of experience. Mandatory experience in handling projects with an average project value greater than 150+ Crores. Experience of at least one large sized project in India in the capacity of Sr. Personnel & Admin Officer

Work Environment

May need to spend most of their time indoors in officer. May need to work extended hours on computers. May need to sustain pressure well. Maintain a high level of social contact including Project Manager, Vendors and Subcontractors.
