Roles and Responsibilities 01

Implement AFCONS personnel policy at the project

  • Manpower planning and recruitment.
  • Provide inputs for determining manpower numbers and skills required analyzing the project work plan, current manpower productivity norms and other data.
  • Send timely manpower requisitions to Head office, follow up to ensure timely deployment
  • Updating MRQ/ WGA related to manpower planning and sending approved sheet to HO. HR
  • Timely and within budget recruitment and selection of workmen (Based on predefined selection criteria)
  • Ensure the timely disbursement of wages for workmen
  • Coordinate with HO HR to see to the timely disbursement of salary for Officers
  • Monitoring leave and personnel records on periodic basis
  • Mentoring leave and attendance of employees and identify defaulters

Provide support to various project departments

  • Ensure adherence to the performance appraisal process and timelines
  • Coordinate with Head office to enable the process of Post and Grade promotions
  • Provide inputs for selecting participants for training programs to the centralized training function
  • Assist HO HR in the maintenance of personnel records
  • Obtaining post training feedback from the participants, Support Pre and Post training initiatives, if any.
  • Coordinate with HSE Department to provide trainings in safety, health and environment & ensure all employees adhere to the HSE norms and guidelines

Roles and Responsibilities 02

Provision of amenities at project site to employees

  • Charting out vehicle allocation plan and getting it approved for allocating vehicles to various department as per project requirement.
  • Allocation of accommodation, furniture & fixtures in line with site HR policy.
  • Ensure Mess facility allocation for bachelor staff in line with site HR policy.

Build and sustain harmonious relationships with external entities

  • PRW/SC Relations
  • Management of relationship with PRW and sub contractors.
  • Orient the subcontracted staff and PRW to the company’s policies and systems
  • Monitor working environment ensuring minimal acceptable conditions
  • Address grievances of subcontracted staff and PRW, bringing matters to the notice of the project manager/deputy project manager in case of complications.
  • Ensuring facilities are provided to SC/PRW as per AFCONS norms (Food, accommodation, security etc.) 

Ensure adherence to Labour Laws and other statutory requirements

  • Obtaining personnel related licenses and certificates
  • Monitor the adherence to labour laws and other acts relevant to Construction Industry like Contract Labour Act, BOCW Act, Employee Compensation Act, Minimum Wages Act, Payment of Wages Act, Gratuity Act, ID Act, Payment of Bonus Act, EPF Act, ESIC Act(Where ever applicable), ISMW (Where ever applicable), Act  in personnel administration and have a frequent review with the P&A Officers.
  • To monitor and ensure the monthly statutory compliance of all subcontractors, PRW, Labour supplier etc. in respect of PF, ESI (if applicable), LWF and P-tax etc.

Build and maintain harmonious Industrial Relations and undertake employee welfare measures

  • Monitor employee working environment ensuring minimal acceptable conditions
  • Coordinate with HSE Department to provide training in safety, health and environment ensure all employees adhere to the HSE norms and guidelines.
  • Organize employee involvement programs and social activities
  • Handling Employee Grievances, routing them to higher management in case of complications
  • Manage employee motivation and morale, taking initiatives and corrective action wherever required
  • Liaise with labour unions, understand and keep track of labour union activities

Ensure Safety and Security at Project Site.

  • Ensure zero fatal accidents at site. In case of fatal accident required formalities under employee compensation Act are fulfilled and HO- Insurance Dept/ HO- HR is kept informed
  • Ensure hospital tie-ups, ambulance, doctor availability and dispensary along with first aiders are prioritized
  • Coordinate with HSE department to create and spread awareness of safety and security at project site

Employee Engagement:

  • Encouraging a culture of continuous learning and development, and documenting lessons learnt from the project on an ongoing basis.

  • Implementing a fair and transparent employee performance management system, including timely completion of Annual Performance Appraisals, identification of training needs, and recognition of exceptional performance.
  • Providing role clarity to subordinates and ensuring they have a clear understanding of their responsibilities as individuals and as a team to accomplish the work assigned.
  • Grooming, coaching, mentoring, and providing timely assistance to subordinates to enhance their performance and address any grievances they may have.
  • Providing inputs and support for succession planning of critical roles.
  • Implementing employee engagement initiatives like innovation, motivation, and commitment, building effective teams.

Key Objective of the Job Position

Ensure timely provision of requisite manpower to the various project departments and motivating and managing the same as per personnel policy to facilitate smooth running of the project.

Education Qualifications

Computer Software Proficiency

MS Excel, MS Word, Power Point, SAP

Experience Range

Minimum 17 years and maximum 21 years of experience. Mandatory experience in handling large sized projects with an average project value greater than 250 + Crores. Experience of at least one large sized project in India in the capacity of Personnel & Admin In-charge

Work Environment

May need to spend most of their time indoors in officer. May need to work extended hours on computers. May need to sustain pressure well. Maintain a high level of social contact including Project Manager, Vendors and Subcontractors.
