Roles and Responsibilities 01
Plan and Mobilize Project
- Development of overall project plan and construction schedule in collaboration with the project team and stakeholders.
- Establishing project Infrastructure as per Contract/ Work requirement
- Budgeting and planning Construction Schedule in line with contract based schedule
- Identifying team members for the formation of core team at site
- Initial mobilization of men, machinery as per contract/workplan
- Ensuring timely completion of site establishment and Infrastructure for Project Operations as per schedule
- Coordinating with client representative for handling over of work fronts to start work as per the base schedule, land acquisition and other consents for fulfilling statutory / contract requirements.
- Obtaining mandatory licenses, approvals and clearances required for project establishment (Across functions) from State/Central Govt departments as per contract provisions.
Construction Management
- Ensure that the construction activities are carried out in accordance with the project plan, budget, and schedule, and report any deviation to the Project Controller.
- Update daily progress review and inform Project Controller on day-to-day progress.

Construction Management contd..
- Well foundations: Sound knowledge well foundation construction, ability to guide section-in-Charge / Project team in the construction of Circular / D-shaped / Double-D well foundations as per approved drawings, sinking of well to the founding level through sub-strata, sinking through Jack-down method or resorting to blasting in case of difficult strata, bottom plugging, top plugging, borehole tests as per standards and specifications, use of kentledge load, able to guide the execution team for the correction of tilt and shift of wells.
- Truss superstructure: Experience and ability to monitor and guide Section In-charge in fabrication and launching of steel superstructure of 60 m and above spans of river bridge project, heavy structural fabrication and erection works with various welding procedures like Sheild Metal Arc Welding (SMAW), Gas Metal Arc Welding (GMAW), Submerged Arc Welding (SAW), Flux-cored Arc Welding (FCAW), lead and guide the team through fabrication activities, Trial assembly, erection, review of Quality Management Program, Quality Assurance Program, Welding Procedure Specification, sound knowledge of various fabrication and erection techniques, experience and knowledge in planning, procurement, quality, blasting & painting, dispatch, launching and commissioning.
- Pile foundations, viaducts, ROBs/RORs: Strong experience in projects involving deep foundation works, lead Section In-charge/Construction manager and project team in the execution of piling works(End bearing, friction piles), inspection and tests to ensure pile safety, initial pile load test, lateral load test, routine load test, able to guide the Construction Manager/Section In-charge in the execution of Viaduct works, ROB’s, ROR’s including Pier and Pier caps, erection of girders, planning, executing and monitoring the project effectively and ensure completion within time and budget, efficient collaboration with the construction team, client and sub-contractors, ensure compliance with HSE policy and norms.

- Earthwork in embankment: Able to guide Construction Manager / Section In-charge in the execution of earthwork in embankment, ground improvement, blanketing works, slope protection works (Stone pitching, turfing etc.), Construction of cross drainage, construction of minor bridges, Road under bridge (RUB), retaining wall, approach road, Reinforced earth wall and allied works.
- Balanced cantilever bridge: Ability to guide Construction manager/Section In-charge in the construction of Well Foundations (Circular / Double-D), Well Sinking, construction of Pile Foundations, pre-stressing of box girders, erection of precast segmental box girders, segmental erection of decks on each side of pier, cast-in-place bridges, Segment erection with ground cranes, floating cranes or deck-carried lifting frames, self-launching gantry erection, expertise in post-tensioning operations, mid-span closure operations.
- Cable-stayed bridge: Expertise in construction of extradosed / Cable stayed bridge of multi span with one span length of at least 100 m, expertise in pre-stressing operations, assistance in the development of design and drawings and provide technical input as needed for Pylon height, span length, choice of Main Span etc., skilled in budgeting, cost control and work program, able to guide project team in launching, erection of pre-stressed girders, stressing of stay cables, construction of Pylons, construction of Cable Stayed Deck portion.

- Segment bridge / Metro projects: Adept in planning, executing rapid rail transit systems, Construction projects involving pre-stressed segment casting and launching, proven track record of executing heavy infrastructure projects and Metro works(Underground, elevated, on grade), expertise in construction of pile foundations, pre-stressing activities, managing activities of execution and able to guide the Section In-charge/Construction Manager in the Casting Yard set-up, casting of superstructure segments, erection of segments, construction of stations, finishing works, MEP works, execution of tunneling works(ETB Shield NATM, Box Pushing, NATM Tunneling), cross passage, ramps, box pushing involving excavation works, launching shaft, thrust bed, casting of Box, progress monitoring, and material manpower planning to achieve the target, managing the project team and sub-contractors/vendors, associated electrical works in metro project, review of monthly program and forecasting, allocating resources to achieve the same.
- Bridges: Able to monitor and guide Construction Manager, Section In-charges and other Project Team members in execution of Well sinking Foundation, Open pile foundation. Land based piling, Pier, Pier Cap, Box Culverts and of Pipe Culverts, Well Cap, Abutments, Deck Slab, Cast In-situ bored, River Protection work, Earthwork in embankment & Pylon’s approach Road, Under Pass, Railway Bridge, Viaducts, Cable Stayed Bridget, Extra Dozed Bridge, Bridge using Balanced Cantilever, Arch Bridge, I girder Bridge Segment Casting & Segment Launching for Elevated Metro, fabrication, erection & stressing of stay cables, Arch, Bridge
- Update daily progress review and inform Project Controller on day-to-day progress

Deliver projects meeting or exceeding budget expectations
- Regularly monitor project progress to ensure adherence to contract specifications, quality standards & ensuring profitability targets, and take corrective action as needed to ensure project profitability, cash flow and remittance as per budget.
- Ensuring the availability of resources (Manpower, material and equipment), coordination with Project Controller and respective Head Office departmental heads for the same and its optimum utilization to minimize fixed cost
- Ongoing revision of the project work plan based on overall strategy/local contingencies to optimize project outcomes and profitability.
- Notifying client on delays in execution of works not attributable to AFCONS for obtaining extension of time and cost claims with guidance of Project Controller and Head Office Contracts Department.
- Identifying and realizing opportunities for increase in turnover and identifying variations/claims to maximize contractual entitlements and minimize contractual damages
- Management of cash flows and remittances to Head Office as per budget and ensure timely payment to vendors and contractors.
- Monitoring direct costs of operations and taking timely action to reduce fixed cost works are not executed as per budgeted plan
- Minimizing wastage of major materials within the norms fixed in the budget by doing monthly reconciliation of materials, and take corrective action as needed to reduce wastage.

Build and sustain harmonious relationships with external entities
- Maintaining regular interactions and cordial relations with clients or their representatives. Reviewing contractual conditions involving FIDIC Conditions, opportunities for contractual claims, Time extension, change order, variation, communication with Head Office Contracts department on contractual disputes and arbitration for unresolved claims.
- Development of key vendors and sub-contractors
- Maintaining regular interactions and cordial relations with local community representatives and implementation of Corporate Social Responsibility activities
Procurement/ Resource Management
- Develop and implement procurement strategies and plans, manage project resources, including labor, materials, and equipment.
- Manage procurement processes, including supplier selection, negotiation, and contract management. Develop and implement resource allocation plans and strategies. Monitor and track resource utilization and availability.
- Monitor and track procurement activities and deliverables.
- Identify and mitigate procurement risks and issues
Change Management
- Understand project change management processes.
- Identify and assess potential changes to project scope, schedule, and budget.

Initiates value Engineering approach in project with the help of Project Manager by having detailed analysis of how best to meet the goals by eliminating unnecessary cost, providing the highest value at the lowest cost by promoting substitution of materials and methods, Capital, staffing, maintenance over the life of the project with less expensive alternatives, without sacrificing Quality and functionality by taking all the stake holders in confidence
Project Acceleration
Initiates Project acceleration initiatives with the help of Project Manager and team member through increasing work hours, adding more resources at times and monitoring productivity per resource, reallocating resources From other Tasks, exercising reduction of resource in agile manner after the task ends, addressing inefficiencies in Project in terms of Manpower, Equipment and materials wastage

Safety Management
- Ensuring that safety is a top priority and adhering to the norms of the clients and the HSE policy to ensure zero incidents/accidents.
- Providing leadership in safety management by setting safety goals, policies, and procedures for the project team.
- Regularly reviewing safety performance and taking corrective action when necessary.
- Monitoring safety workshops, safety drills, and safety awareness programs to increase safety awareness among the project team.
- Developing a safety culture within the project team and encouraging all team members to take responsibility for safety.
- Ensuring that safety regulations and guidelines are followed, and that safety equipment is in place and used properly.
Demobilize project on completion
Coordination with Head office for project demobilization, ensuring completion of all closure activities

Key Objective of the Job Position
- To execute the project as per budget, in accordance with the approved strategies, policies and procedures, quality, safety norms and revenue targets of AFCONS.
- To control, monitor and direct the Construction Managers and team members in execution of the project and achieving operational excellence in all spheres of project management.
Education Qualifications
Educational Essential: Bachelor’s Degree in Civil Engineering
Educational Desirable: Master’s Degree in Civil engineering, PGDM- NICMAR/ PMP Certification
Computer Software Proficiency
MS Excel, MS Word, Power Point
Experience Range
Minimum 24 to 27 years of experience in projects involving bridges construction with at least 8 years of experience in the capacity of Project Manager.
Work Environment
May have to work for extended hours, including evenings and weekends. Normally work in offices but spend a lot of time on construction sites working with Site Managers and subcontractors. Must travel to project sites which are often located in remote areas. Must be able to work in all types of weather conditions and be able to tolerate the noise, dust, and dirt that are common on construction sites. Must also be able to work well under pressure and meet deadlines.
