Roles and Responsibilities 01

Identification of bid opportunities :

  • Identifying the opportunities from vast data source of e-tendering websites and subscribed websites and information tools like projects monitor and tenders’ details.

Cost / Bid Analysis

  • Critical review of cost estimates with accurate information and details of cost components including labour, material, construction equipment and subcontract items along with the basis for the same.
  • Study of the design, procurement, and construction documents to determine estimated costs.
  • From the quantity take-offs received from the pre bid engineering, prepare / review the estimate costs of materials, labour and use of equipment required to fulfil all provisions of the project.

  • Preparation Review of RFQ documents for subcontractors for obtaining techno commercial bids for construction activities related to civil & structural works, mechanical works, piping works, electrical & instrumentation works, etc.
  • Evaluation of subcontractor’s bids and material supplier quotations and determine the acceptability of their bids by comparing to self-perform estimates and further obtaining compliant bids from the subcontractor. 
  • Review of collected historical cost data along with the Estimation head to estimate costs.
  • Assesses cost effectiveness of projects or services, tracking actual costs relative to bids as the project develops maintaining the project cost history.
  • Review of the design, procurement and construction documents and analyze specifications to determine estimated costs along with the Estimation Head.
  • Assistance to Estimation head in liaising with Pre-bid Engineering Consultants.
  • Interaction with all the other departments like Planning, QA / QC, HSE, Execution, etc. for various documents which are required in the bid and which would be useful for the bid preparation.

Roles and Responsibilities 02

Cost / Bid Analysis

  • Collaborates with all the discipline engineers of various departments during estimate creation in order to ensure overall accuracy and conformity to fulfil all provisions of project requirement.
  • Recommends and incorporates cost reduction options for more being more competitive.
  • Attends project site pre-bid meetings, site tours and post-bid discussions / negotiations, as required.
  • Prepare and maintains a directory of suppliers and subcontractors.
  • Manages, supports and assists with the training of the estimating staff.
  • Preparing and maintaining a directory of suppliers and subcontractors.
  • Keeps current market conditions and construction industry trends.
  • Study of project plans and specifications to confirm complete scope.
  • Identification of all the technical issues that are related to projects.

Bill of quantities, vendor identification based on BQ & proposal appreciation

  • Preparation of BOQ from specifications and drawings provided in tender documents and preparing of rate analysis of major items of civil works.
  • Identifying material vendors and preparing vendor MIS database, including calling off for quotations by floating enquiries of major material requirements and making comparative statement of vendor rates.
  • Preparing proposal appreciation / summary note which includes PQ status, project details, location, scope of work, major quantity items with techno commercial terms for feasibility of projects.

Roles and Responsibilities 03

Tender/ Proposal Review

  • Study of the Tender document for preparing points on ITB, GCC, SCC.
  • Review of Tender documents, preparation of bid synopsis, tender briefing to CMEG - 1st review, quantity verification, raising RFQ & follow up for bought out item, raising RFQ & follow-up for sub-contractor along with Prebid agreement, if any, coordination with Planning for Tender stage Planning & scheduling, insight for finalization of construction methods, risk conditions, technical specifications for including it for project tender synopsis.
  • Complete proposal preparation with pre-qualification for tenders including necessary documentation and effective submission of tenders.
  • Prepare the competitors data of the probable competitors in the market for the prospective projects which we are interested in.

Coordination Function 

  • Coordination with Design department for pre-bid query.
  • Coordination with Design department for finalization of Design Engineering sub-contractor, design of temporary structure.
  • Coordination with Geotechnical department.
  • Coordination with legal / Secretarial department for their inputs on JV / MOU.
  • Coordination with Contract department, Taxation department, Insurance department, Logistic department, Purchase department, Sub-contract department, CPE department, QA / QC department, HSE department, IR – HR department, MIS department, scouting for data from various sites, Raising tender queries to client, method & Design review with CMEG - 2nd review.
  • Coordination with Finance department on bank guarantee charges, country risk., client risk, remittance.

Key Objective of the Job Position

To calculate and estimate the expected cost of a given project, forecast the time and price needed to complete the project, prepare initial cost estimates for the required supplies and services, create pricing schedules, develop bid proposals and assess the technical aspects of the project. Responsible for the oversight of the estimating process as well as oversees standardized procedures, methods and processes for estimating deliverables such as bid packages and budget tracking tools and for managing the estimating team, fulfilling the bidding process and successfully completing EPC and other construction estimates.

Education Qualifications

Educational Essential: Bachelor’s Degree in Civil / Chemical / Mechanical / Electrical / Instrumentation 

Educational Desirable: Master’s Degree in Civil / Chemical / Mechanical / Electrical / Instrumentation

Computer Software Proficiency

MS Excel, MS Word, Power Point, Primavera, MS Projects

Experience Range

Minimum 10 to 20 Years of experience in Tendering and Estimation of EPC and construction projects for the Oil & Gas industry.

Work Environment

Mostly working at corporate office and occasional visit to project sites. Closely working with Project Controller, Finance department and BU Head in carrying out the desired roles and responsibilities. May require working extended hours. Requires Mathematical skills, on spot calculation capacity. Should be able to manage stress & turbulent situation.
