Key Objective of the Job Position
- The Resident Construction Manager (RCM) serves as the primary site authority responsible for leading, managing, and executing the entire construction phase of major onshore Oil & Gas EPC projects (such as Gathering Stations, Refineries, Gas Processing Plants, or Tank Farms).
- The RCM ensures the project is successfully delivered safely, on schedule, within budget, and meeting all contractual quality standards.
Roles and Responsibilities 01
HSE & Quality Leadership
- Zero-Harm Culture: Champion and enforce stringent Health, Safety, and Environmental (HSE) standards, leading by example and ensuring full compliance with local regulations and project-specific safety guidelines.
- Quality Assurance: Oversee the implementation of the Project Quality Plan, ensuring all construction activities comply with engineering drawings, specifications, and international oil & gas codes (API, ASME, ANSI, etc.).
Site Execution & Project Management
- Overall Site Leadership: Direct all site-based construction operations, management teams, subcontractors, and vendors from mobilization through construction, mechanical completion, pre-commissioning, and handover.
- Schedule & Milestone Management: Collaborate closely with the Project Planning/Scheduling team to monitor day-to-day progress, identify bottlenecks, and execute recovery plans to maintain critical path schedules.

Resource & Financial Control
- Cost Optimization: Monitor site-level expenditures, control indirect costs, and minimize rework or waste to safeguard profit margins under Lump-Sum Turnkey (LSTK) contract constraints.
- Resource Allocation: Ensure efficient allocation of heavy construction equipment, tools, and technical manpower across various work fronts
Stakeholder & Client Relations
- Client Interface: Act as the primary on-site representative and focal point for the client, licensors, third-party inspectors, and local statutory authorities.
- Progress Reporting: Lead regular site progress meetings and submit comprehensive daily, weekly, and monthly execution reports to corporate management and the client.
Education Qualifications
- Bachelor’s degree in Mechanical or Chemical Engineering
Computer Software Proficiency
- MS Excel, MS Word, Power Point
Experience Range
- 20+ years of total experience in the Oil & Gas industry, with at least 5–8 years in a senior site leadership role (e.g., Resident Construction Manager or Construction Director) handling large-scale onshore EPC projects.
- Proven track record of managing multi-million dollar LSTK/EPC onshore hydrocarbon projects (Gas Processing, Refinery, or Petrochemical plants).
Work Environment
- Mostly based at Project Sites with need based travel to corporate office and other locations based on organization requirement.
