Roles and Responsibilities 01

Development of Works Plan and Targets

  • Developing a comprehensive work plan that encompasses the entire project scope, including all deliverables, milestones, and deadlines.
  • Coordinating with the Project Manager and other stakeholders to ensure that the work plan is consistent with the Project’s Goals, Objectives, and Timeline.
  • Identifying and analyzing the project’s resource requirements (including material, manpower, equipment, and subcontractors) and developing a resource allocation plan to ensure the effective and efficient utilization of resources.
  • Establishing performance metrics, milestones, and targets to measure progress against the work plan, and ensuring that these are communicated to the project team and other stakeholders.
  • Developing a detailed methodology for each major activity (in consultation with the Head Office Core Methods & Engineering Group - CMEG) to ensure that each activity is completed in line with contract’s methodology and quality standards.
  • Developing improved methodology of activity which was executed in the past. The improved methodology shall be cost & time effective and based on improved productivity parameters.
  • Ensuring the correct sequence of works, continuity of work front for deployed resources and achieving planned utilization of machineries.
  • Ensuring that Quality Plan (SQP) is developed and implemented (in accordance with project requirements and industry best practices) and all Quality Control Procedures are adhered throughout the project lifecycle.

Project Execution

  • Ensuring overall delivery of works as per timelines, project specifications, procedures, and quality standards.
  • Timely allocation of resources (Manpower, material, and equipment) as per requirements for work
  • Monitoring physical work progress at various sections as per planned & budget and specifications.
  • Ensuring implementation and maintenance of Information Management System (IMS).
  • Identifying the opportunities for application of good engineering practices / innovative practices to enhance the quality of delivery.
  • Identifying opportunities for increase in Turnover / Project margins with respect to works
  • Ensuring excellent client relations, regular correspondence of contractual issues, identification of claims, time extension, variation, change order etc.

  • Completion of works within budgeted cost
  • Assisting Quantity Survey department in the measurement of work completed timely billing and liaison for payment realization.
  • Updating daily progress review and informing Project Manager on day-to-day progress.
  • Conducting Activity Base Classrooms are conducted well before start of new / critical activity.

Specialized Roles & Responsibilities for Water Supply Segment

Monitoring and guiding Section In-charge and other project team members in execution of projects involving construction of Ground Water Supply, Surface Water Supply, Water Treatment Plants, Tube well, Intakes RCC Buildings, Water Reservoirs (Overhead and Surface), HDPE / MS / DI / PVC Pipe laying, Transmission Lines, Irrigation, Pump House and House Service Connections.

Overseeing optimum resource utilization (Manpower, Material and Equipment)

  • Identifying areas for waste reduction and implementing measures to minimize wastage.
  • Ensuring that wastage of major materials is within the norms (by doing monthly reconciliation of major materials in coordination with Site Execution, Stores and Quantity Survey (QSS) department.
  • Overseeing activities execution manpower. Ensuring the availability of personnel by raising timely requisitions to the respective departments. Raising indent for the materials well in advance and arranging to get with in coordination with stores.

Subcontractor Management

  • Regular and effective Sub-contractor development and management.
  • Finalizing Piece Rate Contractor (PRW) and Subcontractor rates well in advance and obtaining approval from Head Office through Quantity Survey department.
  • Developing and maintaining positive relationships with subcontractors, communicating expectations clearly, and ensuring timely and quality performance.

Project Acceleration                    

  • Adopting Project acceleration initiatives (initiated by Project Manager) along with other team members by:

a) Increasing work hours

b) Adding more resources at times and monitoring productivity per resource

c) Reallocating resources from other tasks wherever possible

d) Reducing resource in agile manner after the task ends

e) Reviewing inefficiencies in Project in terms of manpower, equipment, and material wastage

Safety Management

  • Ensuring that safety is a top priority and striving to ensure zero incidents / accidents.
  • Providing leadership in safety management by ensuring the adherence to safety goals, policies, guidelines, processes, and any new implementation by AFCONS management / authorities / client / customer.
  • Regularly reviewing safety performance and taking corrective action when necessary.
  • Monitoring safety workshops, safety drills, and safety awareness programs to increase safety awareness among the project team.
  • Developing a safety culture within the project team and encouraging all team members to take responsibility for safety.
  • Ensuring that all safety equipment are in place and used properly.

Key Objective of the Job Position

  • To execute the project as per budget, in accordance with the approved strategies, policies and procedures, quality, safety norms and revenue targets of AFCONS. 
  • To control, monitor and direct the Section Incharge and team members in execution of the project and achieving operational excellence in all spheres of project management.

Education Qualifications

Educational Essential: Bachelor’s Degree in Civil Engineering/Diploma in Civil Engineering
Educational Desirable: Master’s Degree in Civil Engineering

Computer Software Proficiency

MS Excel, MS Word, Power Point

Experience Range

Minimum 20 to 24 years of experience in Projects involving the construction of Ground Water Supply Projects, Surface Water Supply Projects, Water Treatment Plants, Tube well, Intakes RCC Buildings, Water Reservoirs (Overhead and Surface), HDPE / MS / DI / PVC Pipe laying, Transmission Lines, Irrigation, Pump House and House Service Connections.

Work Environment

May have to work long hours, including evenings and weekends. Work in all climatic conditions. Working at outdoors at construction sites so that they can monitor operations and solve problems May need to work extra hours to ensure that the projects meet their deadlines. May need to travel to work sites at domestic or overseas location. Deal & convince all types of people including labour & clients. Maintain a high-level safety standard at work site as civil construction work is risk prone. Maintain a high level of social contact.
